I'd say go with whatever criteria that you use when picking normal
server (e.g for standalone use). There's not much Xen-specific
requirements today, really.

SUN's Service Processor/remote management is the best one I found so
far that provides serial access via telnet/ssh, so if you like fast
command line interface over fancy HTTP GUI like I do this should be a
plus.

HP and SUN have wide selection of rack-mount systems with lots (as in
over 12) onboard 3.5" SAS/SATA disk, giving you plenty of internal
storage;IBM's options are limited.

Usually our company simply sets up an open procurement (works best
when you purchase lots of servers at the same time), and let those
vendors come up with offerings that fit our criteria (which includes
onsite support/maintenance). Any one that can fit the ciriterias with
lowest price wins.

For scalability reason I'd say go with single quad core. They tend to
be cheap-enough nowadays that buying most dual-core seems ridiculous,
plus it leaves you with a free CPU slot that you can use later.

I believe same-priced ones performs similar. Stay away from the
fastest CPU models though; Usually somehere in the middle-top range
provides best price/performance ratio.
