Did you try the xen boot option mentioned in XSA-36?

iommu=amd-iommu-perdev-intremap

Add it to the line in grub.conf for the hypervisor (e.g., "kernel
/boot/xen.gz dom0_mem=2048M iommu=1,no-amd-iommu-perdev-intremap")
