[Xen-API] [PATCH 00 of 14] Switch xen-dist-ocaml.hg over to generating RPMs rather than tarballs

This is part of the effort to improve the packaging of XCP.

With these changes, building xen-dist-ocaml will create one RPM per upstream 
package. In each case I downloaded an existing .spec file, committed it 
(crediting the author) and then modified it in a subsequent patch.
